In accordance with § 13 of the DVGW Constitution, the tasks of the technical committees and the elaboration of the DVGW Set of Technical Rules shall be governed by the Rules of Procedure GW 100 as issued by the DVGW Board of Directors. These were first published in 1973 and last updated in 2009.
The Rules of Procedure on hand provide a binding framework for the DVGW technical committees' rule definition activities and form the basis of the DVGW's transparent rule definition process. The DVGW Set of Technical Rules is drafted taking into account the corresponding parts of DIN 820 Standardisation Work and beyond that the fundamental principles of the WTO.
The DVGW Set of Technical Rules constitutes an essential tool for the DVGW in meeting its statutory purpose and exercising its function. Based on the statutory provisions, the DVGW Set of Technical Rules defines the requirements for the supply and use of gas and water in particular as far as safety, hygiene, protection of the environment, fitness for use, consumer protection and organisational matters are concerned.
The Set of Technical Rules as defined by the DVGW reflects the direct responsibility for technical safety, hygiene, environment and consumer protection the legislator has assigned to the utility industry. The statutory significance of the DVGW Set of Technical Rules is reflected in the 'presumption effect' stipulated therein that goes hand in hand with satisfying the technical rules. The DVGW Set of Technical Rules also takes into account the requirements for technical safety and hygiene stipulated by the European legislative provisions. The high quality achieved in fulfilling this direct responsibility for the gas and water supply substantially supports the public regulators in exercising their functions in supervising the supply of the general public with gas and drinking water.
By resolution of the General Meeting held on 2 July 2014, the organisational structure of the DVGW was revised within the scope of the project 'DVGW 2025' and the statutes of the DVGW were changed accordingly. From this arises the necessity to align the function titles in the Rules of Procedure.
Furthermore, the relevant measures and implementation steps from the project 'DVGW 2025' were incorporated.
The procedure for the elaboration of the DVGW Set of Technical Rules was also put in concrete terms.
